
The United Kingdom has signed a Memorandum of Understanding (MoU) with Bangladesh’s National Board of Revenue (NBR) to support the modernisation of customs administration and strengthen trade facilitation.
The agreement, signed by His Majesty’s Revenue and Customs (HMRC) and NBR, outlines a framework for technical assistance, capacity building, and knowledge sharing. Under the MoU, HMRC experts will provide training and advisory support to help NBR implement reforms in line with the World Trade Organisation’s Trade Facilitation Agreement.
Key areas of cooperation include improving risk management systems, advancing the recently launched Authorised Economic Operator (AEO) programme, and streamlining border processes to reduce delays and enhance efficiency. The initiative will also introduce peer-to-peer learning opportunities, staff exchanges, and assistance in developing stronger information-sharing and enforcement mechanisms.
Martin Dawson, Deputy Development Director at the British High Commission in Dhaka, said the partnership reflects the UK’s long-term commitment to Bangladesh’s economic progress. “Efficient customs systems will be critical as Bangladesh graduates from Least Developed Country status, unlocking new opportunities for growth,” he noted.
NBR Chairman Md Abdur Rahman Khan welcomed the collaboration, describing it as a significant milestone. “This agreement is a valuable step in modernising our customs and enhancing trade facilitation. We look forward to working closely with the UK Government to strengthen our systems and drive economic development,” he said.
The MoU is part of a broader UK technical assistance programme that also supports trade policy, investment climate reforms, and financial sector development, aimed at building a more resilient and inclusive economy in Bangladesh.
