Industry stakeholders believe the measure would encourage greater use of locally produced yarn and help mitigate the ongoing crisis faced by spinning mills.

With no vessels entering or leaving the port and container movements suspended between port facilities, inland container depots (ICDs) and factories, industry insiders warned that the shutdown is already affecting factory production due to shortages of imported raw materials.

Experts called for an end to government monopolies in rail and air cargo, greater private and foreign investment in cold-chain infrastructure, and the adoption of AI-enabled cargo visibility systems to improve the resilience and efficiency of Bangladesh’s national supply chain.

The project will be implemented under a public–private partnership framework with Bangladesh Railway, following a design, build, finance, operate, maintain and transfer (DBFOMT) model.

Industry representatives said that around 400 garment factories had closed over the past year as a result of rising production costs, falling product prices and a reduction in export orders. They warned that many more factories remain at risk of closure if conditions do not improve.

While RMG shipments recorded modest growth compared with the prior year, their performance was insufficient to offset weakness in other key markets.
